The Macau SAR government adopts the "1+4" moderate diversification strategy. "1" is to promote the diversified development of tourism and leisure in accordance with the goal of building a world tourism and leisure center, and to improve, refine and strengthen the comprehensive tourism and leisure industry. "4" means to continue to promote the development of the four key industries of comprehensive health, modern finance, high-tech, exhibition and trade, and culture and sports, gradually increase the proportion of the four major industries, continuously enhance the development momentum and comprehensive competitiveness of the economy, and strive to build a building that is in line with Macao's A realistic and sustainable industrial structure. Macau’s “1+4” development strategy will create new investment opportunities for Macau’s cultural and tourism development. Cooperation between Guangdong and Macao to jointly create a world-class new economic region, promote integrated regional economic development, and jointly build a world famous tourism and leisure destination will also give Guangdong and Macao great potential for cooperation in the field of cultural tourism investment.
